On 27 July 2017, Transneft Central Siberia carried out a comprehensive emergency response drill (CERD) aimed at response to the oil spill occurred at the underwater crossing of the Aleksandrovskoye-Anzhero-Sudzhensk oil pipeline, Tomsk Regional Oil Pipeline Directorate (RPD), across the Chaya river (Kolpashevskiy district of Tomsk Region).

The activity is aimed at training of employees in prompt emergency and equipment failure response procedures at oil trunk pipeline facilities and in remediation of such emergency and failures.
According to the drill script the operator of Molchanovo oil pump station registered loss of pressure within the Aleksandrovskoye-Anzhero-Sudzhensk oil pipeline. A decision was taken to stop oil pumping through the oil trunk pipeline. Patrol crews arrived at the site immediately to inspect the shut-in section. The “emergency” site was cordoned off with a special tape and closed off by security staff. Inspection revealed a simulated oil seep from the oil trunk pipeline at the water surface caused by leaking of the longitudinal welded seam.
The oil spill was prevented from spreading by installation of oil-spill booms, oil film was removed from the water surface by mechanical means using oil skimmers. The professional staff of the environmental analysis laboratory took water and soil samples.
Emergency teams of Molchanovo PS, Semiluzhki and Parabel Central Regional Divisions took part in the simulated oil spill response. In total 76 people and 24 equipment units were involved into the drill activities.
Due to prompt and well co-ordinated operation of the staff the simulated oil spill was eliminated within the established terms. The employees demonstrated well established skills in prompt decision-making, highly co-ordinated operation in a challenging situation under time pressure which proves their high level of readiness to emergency situations.
To ensure stable operation, prevention of emergency accidents, provide for readiness to containment activities and remediation of such accidents emergency response drill are held monthly at all the hazardous industrial facilities of Transneft Central Siberia.
