Rachel Notley’s Trans Mountain idea sparks concern in Delta, BC

Elected officials in British Columbia say they were surprised by a suggestion from Alberta Premier Rachel Notley to shift the Trans Mountain Pipeline terminal to Delta, BC, instead of Burnaby.

Notley made the comment at a Bloomberg Live conference in New York last Wednesday.

Notley, who is supporting the Trans Mountain expansion, said it could be a way to win over opponents to Kinder Morgan’s proposal to expand the pipeline, which ends near a residential area in Burnaby.

“There are different places and you have to be creative,” said Notley during a weeklong trade tour to encourage investment in Alberta.

She said Kinder Morgan, the company building the expanded pipeline, may need to move the proposed terminal to win support for the project.

Kinder Morgan maintains that the Trans Mountain project is an expansion of its existing pipeline, and that its current Westridge terminal in Burnaby is the best option from both a financial and environmental perspective.

The Trans Mountain Expansion project would increase capacity on the pipeline between Edmonton and Burnaby from 300 000 - 890 000 bpd.

Delta Mayor Lois Jackson says she was surprised Alberta Premier Rachel Notley didn’t speak to her first before publicly recommending Kinder Morgan switch its Trans Mountain Pipeline oil export facility to Roberts Bank from Burnaby. “I was surprised to hear the Premier in Alberta was in the United States of America making a suggestion to the Americans that they in Alberta could use Delta’s port to export. There’s a certain protocol here that isn’t being followed. It’s not appreciated as mayor of this municipality,” said Jackson.

Jackson said the municipality has an understanding with the port authority that Robert Banks would not be receiving anything through a pipeline, and that has been in effect since the 1970s.
