Philadelphia Energy Solutions (PES) has issued the following statement regarding a Recommended Decision by a Pennsylvania Public Utility Commission (PUC) administrative law judge that the full commission reject a proposal by Buckeye Partners to reverse the flow of the Laurel Pipeline.
