Quebec’s Energy East pipeline portion in EQA process

The Minister of Sustainable Development, Environment and the Fight against Climate Change, David Heurtel, has announced that the Canadian company TransCanada agreed to submit the Quebec portion of its Energy East pipeline project – a pipeline of 4600 km would provide crude oil transportation from the Alberta, New Brunswick – in the environmental assessment process of the environmental quality Act (EQA) in Quebec. It will produce an impact study on the environment in accordance with the directive issued by Heurtel on 6 June 2016.

The procedure initiated under Article 31.1 and following of the EQA will conduct a thorough review of the project, consult the population on the basis of a full impact study and to have a report of the office of public hearings on the environment (BAPE) that will support the Quebec argument before the National Energy Board (NEB) and the government's decision on the project in its territory. This process will also undertake Aboriginal consultation in compliance Quebec.

In this new context, Quebec suspend the investigation procedure initiated by the BAPE on the proposed TransCanada under Article 6.3 of the EQA. He also requested the submission of its application for a permanent injunction against TransCanada and is committed to withdraw the application upon approval of the environmental impact study.

The two parties pledged to respect a strict timetable to conduct a full environmental assessment fulfilling the expectations of the people of Quebec.
