Funding available to participate in regulatory process for Enbridge project

The National Energy Board (NEB) is making available US$ 500 000 under its Participant Funding Program to assist landowners, Aboriginal groups, incorporated non-industry, not-for-profit organisations, and other interested persons to participate in the regulatory process of the proposed Enbridge Line 3 Replacement project. A higher amount may be considered once applications for funding are received.
Enbridge Pipelines Inc. filed a project description on 18 July 2014, informing the Board that an application seeking approval for the Line 3 Replacement project will be submitted later this year. The project, if approved, would begin at Hardisty, Alberta and go to Gretna, Manitoba. The project would consist of the replacement and decommission of the majority of the existing 1066 km Line 3 pipeline; the replacement of associated infrastructure; the addition of remotely operated sectionalising valves; and additional tankage at the Hardisty Terminal.
Funding is being made available to help those who are interested in reviewing and commenting on the project application to be submitted by Enbridge Inc. To receive funding, interested persons will have to apply for and be accepted as an intervenor in the NEB’s regulatory process for this project. Funding must be used to prepare for and participate in the hearing process. Details about the hearing process will be announced by the Board at a later date. A funding review committee, independent of the regulatory process, will consider all applications for funding and make recommendations on the allocation of funds.
