NEB approves Vaughan Mainline expansion project under conditions

A Letter Decision [Filing A78823] issued by the National Energy Board (NEB) recently has approved TransCanada PipeLines Limited’s (TransCanada) application to construct and operate approximately 11.7 km of new natural gas pipeline Vaughan, Ontario. The approval is subject to 19 conditions, which will be released on or before 9 September.

The Vaughan Mainline Expansion project will be integrated into TransCanada's existing mainline system and its King's North Connection pipeline.

The NEB commenced the hearing process on 10 February 2016, when it invited the public to apply to participate. At the same time, the NEB announced that standing was automatically granted to Aboriginal groups, where their traditional territory is affected, municipalities where the project is and landowners/occupants whose land is traversed by the project. In all, the Board granted participation status to 17 intervenors and five commenters.

The process was designed to provide meaningful opportunities for participants to share their views about the project, both in writing and verbally. The NEB held a community meeting in Vaughan on 27 April 2016 and participants presented oral statements. In June, participants had an opportunity to conduct oral cross examination, and oral final argument before the hearing was concluded on 16 June 2016.
