Northern Gateway pipeline approved by NEB with 209 conditions

After a decade after Enbridge Inc. began plotting a new route for Alberta crude oil, the Joint Review Panel, appointed by Canada's National Energy Board (NEB), has found that "Canada and Canadians would be better off with the Enbridge Northern Gateway project than without it."

Conditions

The Joint Review Panel recommended that the Federal Government, who will make the final decision on whether or not this project will proceed, should approve the project, subject to 209 environmental, financial and technical conditions.

Such conditions include that the "environmental burdens associated with project construction and routing operation can generally be effectively mitigated and that continued monitoring, scientific research and adaptive management could further reduce adverse effects."

According to the NEB, "the Panel found that the project, if built and operated in compliance with the conditions set out in the report, would be in the public interest."

Enbridge Vice President Janet Holder responded to the necessary recommendations, saying "we will closely analyse the Panel's conditions – many of which reflect commitments we put forward at the hearings – and continue to listen and be open to change."

The NEB panel will pass over its findings to the Federal Cabinet, which has 180 days to come to a final decision.

Enbridge’s proposed 1177 km Northern Gateway pipeline would deliver 525 000 bpd of Alberta oil to a tanker terminal in Kitimat, on the north coast of BC. The pipeline from Alberta to the Pacific Coast would help discounted Canadian crude reach international markets and earn higher prices.
