Willbros names new Vice President

Willbros Group, Inc. has announced that Douglas Sipe has been named Vice President of Regulatory & Public Affairs, a newly created department within the Professional Services segment.

With the addition of Mr. Sipe, the Company's offerings now include environmental consulting and permitting skillsets, allowing Willbros to offer customers a full turnkey approach to energy infrastructure projects.

Based in Washington DC, Mr. Sipe will be responsible for counseling and consulting with energy companies; federal, state and local agencies; elected officials; and other stakeholders on the regulations, policies and best practices for the efficient siting, construction and operation of energy infrastructure. He will also guide project teams on environmental and regulatory strategies, risks, and interaction with regulatory bodies.

"His expertise and experience combined with the Company's robust engineering, integrity, field services and construction capabilities enables us to offer clients comprehensive capital project solutions ranging from distribution systems; midstream pipelines, interstate gas and liquid trunk lines; as well as augmenting our capabilities for complete asset life cycle management and maintenance."

Mr. Sipe joins Willbros from the Federal Energy Regulatory Commission (FERC) where he was responsible for directing FERC's outreach initiatives and advising stakeholders on the Commission's Regulations, Policies, and Processes for the siting, construction and operation of natural gas facilities under the Natural Gas Act. Additionally, he was responsible for educating federal, state, and local agencies on the Commission's regulations for coordination and processing of federal authorizations. Mr. Sipe earned a Bachelor of Science in Environmental Resource Management from the Pennsylvania State University.
