Victoria Express Pipeline, LLC, (VEX), a subsidiary of Devon Energy Corp., is constructing a new pipeline from the Blackhawk central delivery point in DeWitt county, Texas, to the inlet of Devon Gas Services, L.P.’s terminal at the Port of Victoria. Port of Victoria has access to shallow water barge loading facilities for further transportation in interstate commerce. VEX is also constructing an additional receipt point, the Highway 77 transfer station, eight miles north of Victoria in Victoria county, Texas, and may add an additional destination point at Point Comfort in Calhoun county, Texas.

The VEX pipeline, consisting of 56.4 miles of 12 in. pipeline, is expected to be in-service on 1st July 2014, with an ultimate design capacity of up to 100 000 bpd. VEX is conducting a binding open season that will allow interested parties to make long-term commitments for the transportation of crude oil and petroleum condensate produced from the Eagle Ford Shale (that meets applicable specifications) on the VEX pipeline to the Port of Victoria, in exchange for access to priority capacity on the VEX pipeline. The POV open season commenced on 27th May 2014 and will end on 19th June 2014.

Devon Energy Corp. moved into the Eagle Ford Shale earlier this year when the company acquired GeoSouthern Energy’s South Texas assets for a cost of US$ 6 billion. According to officials, the company aims to double the daily output from its 82 000 net acres in the DeWitt and Lavaca counties in 2015.
